ABOUT THE CLIENT

The National Agency for Information Society (NAIS) was established by the Albanian Council of Ministers with a mission to coordinate all of the Government of Albania’s activities in the field of Information and Communication.

The object of National Agency of Information Society (NAIS):

• Implementation of strategies for the development of IS sector and especially ICT;
• Co-ordination of programs in the field of IS and especially ICT;
• Promotion of investment in the field of IS;
• Compilation of practices of minister competencies regarding to the electronic communications legislation framework;
• Promotion of new technologies in the field of IS;
• Contribution in education and promotion of ICT use by the public.

CHALLENGES & GOALS

Pursuing efforts to start negotiations for EU membership, Albania is on a path of reforms. The tax system reform has already started, backed by Albanian government and implemented by the Tax Authority (TA).

Reforms in the tax segment are comprehensive. They include an improved legislative platform with new legal and by-legal acts upon which the new organisation of Tax Authority is based. This organisation is heavily supported by a new IT platform for fiscal control of cash and cashless invoicing and payments, taxpayers register, automatic tax control and other functionalities. This will allow Albania to leap ahead in the implementation of those objectives and establish one of the most modern tax systems in Europe.

SOLUTION

The tax system reform in Albania is performed in the form of the Invoicing Control management (INCOM) Project, supported by the National Agency of Information Society (NAIS).

Although lower performance are required, the system can fiscalize 2,500 bills per second.
